Vote 1 - H. R. 4: Welfare Reform Act Passage. Vote Number 30, 2/13/03. By a vote of 230-192, the House passed the bill to reauthorize the Temporary Assistance for Needy Families block grant program through fiscal 2008 and required new welfare aid conditions. THE TAXPAYERS WON.

 

Vote 2 - H. R. Res. 2: Fiscal 2003 Omnibus Appropriations Act Passage. Vote Number 32, 2/13/03. By a vote of 338-83, the House passed the joint resolution to provide $397.4 billion in fiscal 2003 spending for all departments and agencies covered in 11 unfinished spending bills. THE TAXPAYERS LOST.

 

Vote 3 - H. R. 743: Social Security Protection Act of 2003 Passage. Vote Number 44, 3/5/03. By a vote of 249-180 (2/3 required), the House failed to pass the bill that would reduce Social Security fraud. THE TAXPAYERS LOST.

 

Vote 4 - H. R. 5: Malpractice Liability Bill Passage. Vote Number 64, 3/13/03. By a vote of 229-196, the House passed the bill that would cap non-economic damages at $250,000 and cap punitive damages at $250,000 or double economic damages, whichever is greater. THE TAXPAYERS WON.

 

Vote 5 - H. Con. Res. 95:  Fiscal 2004 Budget Resolution Conservative Alternative.  Vote Number 79, 3/20/03.  By a vote of 80-342, the House rejected the amendment offered by Rep. Pat Toomey (R-Pa.) that would provide a balanced budget by fiscal 2007 and cut taxes by $1.6 billion over 10 years.  THE TAXPAYERS LOST.

 

Vote 6 - H. R. 6:  Energy Policy Act Oil Consumption.  Vote Number 132, 4/10/03.  By a vote of 162-268, the House rejected the amendment offered by Rep. Sherwood Boehlert (R-N.Y.) that would cut average fuel consumption for cars and light trucks in 2010 to 5 percent less than allowed for 2004.  THE TAXPAYERS WON.

 

Vote 7 - H. R. 6:  Energy Policy Act ANWR Drilling.  Vote Number 135, 4/10/2003.  By a vote of 197-228, the House rejected the amendment offered by Rep. Ed Markey (D-Mass.) that would prevent oil and gas drilling in the Arctic National Wildlife Refuge (ANWR).  THE TAXPAYERS WON.

 

Vote 8 - H. Con. Res 95:  Fiscal 2004 Budget Resolution Passage.  Vote Numer 141, 4/10/2003.  By a vote of 216-211, the House passed the budget bill that set spending and revenue targets, along with a tax cut of up to $550 billion over the next 10 years.  THE TAXPAYERS WON.

 

Vote 9 - H. R. 1261:  Workforce Reinvestment and Adult Education Act Passage.  Vote Number 175, 5/8/03.  By a vote of 220-204, the House passed the bill that renewed the Workforce Investment Act and consolidated several programs into a single block grant.  THE TAXPAYERS WON.

 

Vote 10 - H. R. 1000:  Pension Security Act Passage.  Vote Number 189, 5/14/03.  By a vote of 271-157, the House passed the bill that would increase employees’ control over their pension funds and provide more information about their retirement investments. THE TAXPAYERS WON.

 

Vote 11 - H. R. 2:  Tax Reductions Passage.  Vote Number 225, 5/22/03.  By a vote of 231-200, the House passed the bill that would provide $350 billion in tax breaks over 11 years.  THE TAXPAYERS WON.

 

Vote 12 - H. R. 1474:  Digital Checks Rule.  Vote Number 243, 6/5/03.  By a vote of 220-198, the House agreed to allow a vote on a bill that would authorize the creation of a negotiable check from an electronically transmitted image.  THE TAXPAYERS WON.

 

Vote 13 - H. R. 1115:  Class Action Fairness Act Passage.  Vote Number 272, 6/12/03.  By a vote of 253-170, the House approved the bill that would reform class action lawsuits.  THE TAXPAYERS WON.

 

Vote 14 - H. R. 8:  Death Tax Repeal Permanency Act Passage.  Vote Number 288, 6/18/03.  By a vote of 264-163, the House approved the bill that would make permanent the repeal of the estate tax contained in the 2001 tax cut law.  THE TAXPAYERS WON.

 

Vote 15 - H. R. 1528:  Taxpayer Protection and IRS Accountability Act Passage.  Vote Number 293, 6/19/03.  By a vote of 252-170, the House approved the bill that would revise tax collection practices, tax filing procedures, and IRS administrative policies.  THE TAXPAYERS WON.

 

Vote 16 - H. R. 660:   Small Business Health Fairness Act Passage.  Vote Number 296, 6/19/2003.  By a vote of 262-162, the House approved the bill that would allow the creation of association health plans and permit small companies to band together to buy health insurance for their employees.  THE TAXPAYERS WON.

 

Vote 17 - H. R. 2596:  Medical Savings Accounts Passage.  Vote Number 328, 6/26/03.  By a vote of 237-191, the House approved the bill that would create a tax deduction for contributions to new medical savings accounts and allow tax-free withdrawals for medical expenses.  THE TAXPAYERS WON.

 

Vote 18 - H. R. 2658:   Fiscal 2004 Defense Appropriations Act Base Closures.  Vote Number 334, 7/8/03.  By a vote of 57-358, the House rejected the amendment offered by Rep. John Hostettler (R-Ind.) to delay or eliminate the scheduled 2005 round of base closures.  THE TAXPAYERS WON.

 

Vote 19 - H. R. 2660:   Fiscal 2004 Labor/HHS/Education Appropriations Act Overtime Pay.  Vote Number 351, 7/10/03.  By a vote of 210-213, the House rejected the amendment offered by Rep. David Obey (D-Wisc.) that would have prohibited the Department of Labor from writing or implementing new overtime pay regulations.  THE TAXPAYERS WON.

 

Vote 20 - H. R. 2660:  Fiscal 2004 Labor/HHS/Education Appropriations Act Sexually Oriented Grants.  Vote Number 352, 7/10/03.  By a vote of 210-212, the House rejected the amendment offered by Pat Toomey (R-Pa.) that would prohibit funding of five National Institutes of Health grants including “American Indian Transgender Research” and San Francisco’s Asian Prostitutes/Masseuses.”  THE TAXPAYERS LOST.

 

Vote 21 - H. R. 2673:  Fiscal 2004 Agriculture Appropriations Act 1 Percent Cut.  Vote Number 356, 7/14/03.  By a vote of 68-333, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would have provided a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST.

 

Vote 22 - H. R. 1950:  State Department Authorization Act U.N. Cap.  Vote Number 365, 7/15/03.  By a vote of 187-237, the House rejected the amendment offered by Rep. Steve King (R-Iowa) that would cap the U.S. contribution to the United Nations budget to no more than the amount paid by any other permanent member of the Security Council.  THE TAXPAYERS LOST.

 

Vote 23 - H. R. 2691: Fiscal 2004 Interior Appropriations Act Funding for NEA/NEH.  Vote Number 376, 7/17/03.  By a vote of 225-200, the House approved the amendment offered by Rep. Louise Slaughter (D-N.Y.) that would provide $10 million in additional funds to the National Endowment for the Arts (NEA) and $5 million in additional funds to the National Endowment for the Humanities (NEH).  THE TAXPAYERS LOST.


Vote 24 - H. R. 2691:  Fiscal 2004 Interior Appropriations Act 1 Percent Cut.  Vote Number 378,
7/17/03.  By a vote of 81-341, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST.

 

Vote 24 - H. R. 2754:  Fiscal 2004 Energy and Water Appropriations Act 1 Percent Cut.  Vote Number 393,   7/18/03.  By a vote of 82-327, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST.

 

Vote 25 - H. R. 2754:  Fiscal 2004 Energy and Water Appropriations Act 1 Percent Cut.  Vote Number 393,   7/18/03.  By a vote of 82-327, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST.

 

Vote 26 - H. R. 2799:  Fiscal 2004 Commerce Justice State Appropriations Act UNESCO.  Vote Number 405, 7/22/03.  By a vote of 145-279, the House rejected the amendment offered by Rep. Ron Paul (R-Texas) that would eliminate $71 million in funding for the United States’ re-entry into the United Nations Education, Scientific and Cultural Organization (UNESCO).  THE TAXPAYERS LOST.

 

Vote 27 - H. R. 2800:  Fiscal 2004 Foreign Operations Appropriations Act 1 Percent Cut.  Vote Number 427, 7/23/03.  By a vote of 110-309, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYER LOST.

 

Vote 28 - H. R. 2427:  Re-Importation of Prescription Drugs Passage.  Vote Number 445, 7/24/03.  By a vote of 243-186, the House passed the bill that would allow “qualified individuals” to bypass existing FDA safety oversight procedures and re-import prescription drugs from Canada and 10 other countries.  THE TAXPAYERS LOST.

 

Vote 29 - H. R. 2765:  Fiscal 2004 District of Columbia Appropriations Act 1 Percent Cut.  Vote Number 480, 9/5/03.  By a vote of 116-284, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST. 

 

Vote 30 - H. R. 2989:  Fiscal 2004 Transportation/Treasury Appropriations Act  1 Percent Cut.  Vote Number 481, 9/9/03.  By a vote of 87-326, the House rejected the amendment offered by Rep. Joel Hefley (R-Colo.) that would provide a 1 percent across-the-board spending cut.  THE TAXPAYERS LOST.

 

Vote 31 - H. R. 2989:  Fiscal 2004 Transportation/Treasury Appropriations Act  Amtrak Routes.  Vote Number 482, 9/9/03.  By a vote of 130-282, the House rejected the amendment offered by Rep. Pete Sessions (R-Texas) that would eliminate funds for certain unprofitable Amtrak routes.  THE TAXPAYERS LOST.

 

Vote 32 - H. R. 2989:  Fiscal 2004 Transportation/Treasury Appropriations Act Private Competition.  Vote Number 486, 9/9/03.  By a vote of 205-211, the House rejected the amendment offered by Rep. Alcee Hastings (D-Fla.) that would have stopped new rules to open up certain federal functions to competition from the private sector.  THE TAXPAYERS WON.

 

Vote 33 - H. R. 2989:  Fiscal 2004 Transportation/Treasury Appropriations Act Contracting Out.  Vote Number 487, 9/9/03.  By a vote of 220-198, the House approved the amendment offered by Rep. Chris Van Hollen (D-Md.) that would make it more difficult to contract out federal jobs to the private sector.  THE TAXPAYERS LOST.

 

Vote 34 - H. R. 2765:  Fiscal 2004 District of Columbia Appropriations Act  School Vouchers.  Vote Number 490, 9/9/03.  By a vote of 209-208, the House approved the amendment offered by Rep. Tom Davis (R-Va.) that would allow a school voucher program in the District of Columbia.  THE TAXPAYERS WON.

 

Vote 35 - H. R. 1:  Medicare Prescription Drug Benefit HSAs.  Vote Number 542, 10/15/03.  By a vote of 190-218, the House rejected the motion offered by Rep. Janice Schakowsky (D-Ill.) to instruct House conferees to eliminate Health Savings Accounts (HSAs) in H.R. 1.  THE TAXPAYERS WON.

 

Vote 36 - H. R. 6:  Energy Policy Act Conference Report.  Vote Number 630, 11/18/03.  By a vote of 246-180, the House passed the energy policy conference report that was full of corporate giveaways and special interest provisions.  THE TAXPAYERS LOST.

 

Vote 37 - H. R. 1:  Medicare Prescription Drug Benefit Conference Report.  Vote Number 669, 11/21/03.  By a vote of 220-215, the House passed the Medicare prescription drug benefit conference report, then estimated to cost $400 billion, currently estimated to cost $534 billion over 10 years.  THE TAXPAYERS LOST.

 

Vote 38 - H. R. 2673:  Fiscal 2004 Omnibus Appropriations Act Conference Report.  Vote Number 676, 12/8/03.  By a vote of 242-176, the House passed the bloated $820 billion appropriations conference report for federal departments and agencies whose regular fiscal 2004 spending bills had not been passed.  THE TAXPAYERS LOST.
