Vote 2 - H. J. Res. 2:  Fiscal 2003 Omnibus Appropriations Act Foreign Cruise Ships.  Vote Number 8, 1/17/03.  By a vote of 62-33, the Senate tabled the amendment offered by Sen. John McCain (R-Ariz.) that would strike a provision giving foreign-made cruise vessels the right to operate under the U.S. flag in the domestic cruise industry in Hawaii.  THE TAXPAYERS LOST.

Vote 3 - H. J. Res. 2:  Fiscal 2003 Omnibus Appropriations Act Drought Relief.  Vote Number 16, 1/22/03.  By a vote of 39-56, the Senate rejected the amendment offered by Sen. Tom Daschle (D-S.D.) that would provide $5.9 billion in emergency drought relief.  THE TAXPAYERS WON.

Vote 4 - H. J. Res. 2:  Fiscal 2003 Omnibus Appropriations Act Devil’s Lake Outlet Construction.  Vote Number 22, 1/23/03.  By a vote of 62-43, the Senate tabled the amendment offered by Sen. John McCain (R-Ariz.) that would eliminate $5 million for constructing an outlet at Devil’s Lake in North Dakota.  THE TAXPAYERS LOST.
 

Vote 5 - H. J. Res. 2:  Fiscal 2003 Omnibus Appropriations Act Yazoo Basin Pump Project.  Vote Number 23, 1/23/03.  By a vote of 67-30, the Senate tabled the amendment offered by Sen. John McCain (R-Ariz.) to reduce funding for the Yazoo Backwater Pump Project in Mississippi.  THE TAXPAYERS LOST.

Vote 6 - S. Con. Res. 23:  Fiscal 2004 Budget Resolution Estate Tax Repeal.  Vote Number 62, 3/20/03.  By a vote of 51-48, the Senate voted in favor of the amendment offered by Sen. Jon Kyl (R-Ariz.) that would accelerate repeal of the estate tax from 2010 to 2009.  THE TAXPAYERS WON.

Vote 7 - S. Con. Res. 23:  Fiscal 2004 Budget Resolution Amtrak Funding.  Vote Number 77, 3/21/03.  By a vote of 51-49, the Senate voted in favor of the amendment offered by Sen. Robert Byrd (D-W.Va.) that would increase funding to Amtrak by $912 million.  THE TAXPAYERS LOST.

Vote 8 - S. 762:  Fiscal 2003 War Supplemental Individual Member Projects.  Vote Number 118, 4/03/03.  By a vote of 38-61, the Senate rejected the amendment offered by Sen. John McCain (R-Ariz.) that would strike any funds for individual member projects.  THE TAXPAYERS LOST.

Vote 9 - H. Con. Res. 95:  Fiscal 2004 Budget Resolution Conference Report.  Vote Number 134, 4/11/03.  By a vote of 50-50, the Senate adopted the 10-year budget resolution conference report that included a tax cut of up to $550 billion.  THE TAXPAYERS WON.

Vote 10 - H. R. 2:  Tax Reductions Passage.  Vote Number 179, 5/15/03.  By a vote of 51-49, the Senate passed the bill that would reduce taxes by $350 billion over 11 years.  THE TAXPAYERS WON.

Vote 11 - H. R. 1588:  Fiscal 2004 Defense Authorization Act Base Closures.  Vote Number 205, 6/04/03.  By a vote of 42-43, the Senate rejected the amendment offered by Sen. Byron Dorgan (D-N.D.) that would cancel the 2005 round of base closings.  THE TAXPAYERS WON.

Vote 12 - S. 824:  Fiscal 2004 FAA Reauthorization Act Privatization.  Vote Number 222, 6/12/03.  By a vote of 56-41, the Senate adopted the amendment offered by Sen. Frank Lautenberg (D-N.J.) that would prohibit the privatization of the air traffic control system.  THE TAXPAYERS LOST.

Vote 13 - S. 1:  Prescription Drug Benefit Drug Re-Importation.  Vote Number 232, 6/20/03.  By a vote of 62-28, the Senate adopted the amendment offered by Sen. Byron Dorgan (D- N.D.) that would allow reimportation of prescription drugs from Canada, subject to public safety considerations.  THE TAXPAYERS LOST.

Vote 14 - S. 1:   Prescription Drug Benefit Canadian Price Equity.  Vote Number 235, 6/24/03.  By a vote of 66-31, the Senate tabled the amendment offered by Sen. Mark Pryor (D-Ark.) that would require U.S. drug companies to sell their products in the U.S. based on Canadian price controls.  THE TAXPAYERS WON.

Vote 15 - S. 11:  Medical Malpractice Cloture.  Vote Number 264, 7/09/2003.  By a vote of 49-48 (60 required), the Senate failed to stop the debate and allow a vote on a bill that would cap awards on medical malpractice lawsuits.  THE TAXPAYERS LOST.

Vote 16 - H. R. 2657:  Fiscal 2004 Legislative Branch Appropriations Act AmeriCorps.  Vote Number 272, 7/11/03.  By a vote of 71-21, the Senate voted to table the amendment offered by Sen. Jeff Sessions (R-Ala.) that would eliminate $100 million for AmeriCorps.  THE TAXPAYERS LOST.

Vote 17 - H. R. 2658:  Fiscal 2004 Defense Appropriations Act Unauthorized Appropriations.  Vote Number 285,            7/16/03.  By a vote of 79-16, the Senate tabled the amendment offered by Sen. John McCain (R-Ariz.) that would eliminate unauthorized or un-requested programs.  THE TAXPAYERS LOST.

Vote 18 - S. 14:  Energy Policy CAFE Standards.  Vote Number 309, 7/29/03.  By a vote of 32-65, the Senate rejected the amendment offered by Sen. Richard Durbin (D-Ill.) that would mandate an increase in the Corporate Average Fuel Economy (CAFE) standard.  THE TAXPAYERS WON.

Vote 19 - H. R. 2660:  Fiscal 2004 Labor/HHS/Education Appropriations Act Overtime Pay Regulations.  Vote Number 334, 9/10/03.  By a vote of 54-45, the Senate voted in favor of the amendment offered by Sen. Tom Harkin (D-Iowa) prohibiting the Labor Department from writing or implementing new overtime pay regulations.  THE TAXPAYERS LOST.

Vote 20 - H. R. 2691:  Fiscal 2004 Interior Appropriations Act Competitive Sourcing Review.  Vote Number 361,      9/23/03.  By a vote of 44-51, the Senate rejected the amendment offered by Sen. Harry Reid (D-Nev.) that would prohibit the use of funds for competitive sourcing reviews.  THE TAXPAYERS WON.

Vote 21 - S. 1751:  Class Action Lawsuits Cloture.  Vote Number 403, 10/22/03.  By a vote of 59-39 (60 required), the Senate failed to stop the debate and vote on a bill that would overhaul class action litigation rules.  THE TAXPAYERS LOST.

Vote 22 - H. R. 2989:  Fiscal 2004 Transportation/Treasury Appropriations Act Congressional Pay Raises.  Vote Number 46, 10/23/03.  By a vote of 60-34, the Senate tabled the amendment offered by Sen. Russ Feingold (D-Wisc.) that would eliminate the cost-of-living increase for members of Congress in fiscal 2004.  THE TAXPAYERS LOST.

Vote 23 - H. R. 2989:   Fiscal 2004 Transportation/Treasury Appropriations Act Competitive Sourcing.  Vote Number 408, 10/23/03.  By a vote of 47-48, the Senate rejected the amendment offered by Sen. Barbara Mikulski (D-Md.) that would eliminate guidelines for opening up government activities to competition.  THE TAXPAYERS WON.

Vote 24 - H. R. 6:  Energy Policy Cloture.  Vote Number 456, 11/21/03.  By a vote of 57-40 (60 required), the Senate failed to stop the debate and allow a vote on the comprehensive energy bill that was full of corporate giveaways and special interest provisions.  THE TAXPAYERS WON.

Vote 25 - H. R. 1:  Medicare Prescription Drug Benefit Conference Report.  Vote Number 459, 11/25/03.  By a vote of 54-44, the Senate approved the conference report that would create a prescription drug benefit for Medicare recipients, then estimated to cost $400 billion, now estimated to cost $534 billion over 10 years.  THE TAXPAYERS LOST.
